How ATLAS layers
ATLAS adds the catalog, governance, context, and connection UX. Two open-source pieces handle agent execution and the MCP runtime; bridges in this repo keep them in sync with the catalog.

agentgateway (bundled service)
Runtime data plane that proxies and enforces — driven by ATLAS runtime plans via the bridge-gw sidecar.
agentregistry (host-side CLI)
Developer tool (arctl) that runs a local daemon for agent/MCP-tool authoring. Bridge connects when present; not deployed in cluster.
