Register a Capability

Service owners use this form to register a new API, MCP server, MCP tool, AI agent, application, service, or runbook in the ATLAS catalog. Records start as draft / metadata-only and must be reviewed before they go to active.

The secret scanner blocks any payload that looks like a raw credential before it's persisted; rejections are recorded in the audit log.
